Joint Travel Regulations Update: Revised Chapter 5, sub-chapter 2 and Chapter 9 to Publish 4/1

The April 2018 version of the Joint Travel Regulations (JTR) will include a revised Chapter 5, subchapter 2 Civilian Permanent Duty Travel,  and Chapter 9 - OCONUS Cost of Living Allowance (OCOLA) and Temporary Lodging Allowance (TLA). This revision also eliminates the current Appendix J. These chapters has been rewritten to use plain language, standardized terminology, and include extensive use of if/then tables in place of long paragraphs. 

It is important to note that the policies contained in the April 2017 versions of these chapters will cover all of the same travel authorities as the March 2018 version.  No policies will change but may rewritten to ease understanding. 

The revised chapters will be officially published on 1 April 2018.  Preview versions are available the approved Uniformed Travel Determinations (UTD)/Civilian Travel Determinations (CTD):

CTD 157-17(E) — Revised JTR, Chapter 5, Subchapter 2 – Civilian Permanent Duty Travel (PDT)

UTD 012-18(E) – Revised Joint Travel Regulations (JTR), Chapter 9 – Cost of Living Allowances Outside the United States (OCOLA) and Temporary Lodging Allowances (TLA)

These UTD/CTDs are posted on the Notable Travel Policy Changes webpage. These versions should be used to update any JTR paragraph references in publications and training materials.

These changes are part of the second phase of the Defense Travel Management Office’s effort to simplify policy and make the JTR easier to navigate, easier to understand, and shorter in length.  Subsequent phases will address the remaining chapters and appendices.
