DoD Civilian Employees

1. Is a DoD civilian employee required to use GOV'T QTRS?

A DoD civilian employee may not be directed/required to use GOV’T QTRS, nor may lodging reimbursement be limited to the GOV’T QTRS cost.  In compliance with the requirement to exercise prudence when incurring expenses, employees should check for GOV’T QTRS availability.  See 44 Comp. Gen. 626 (1965) and JTR, par. C2560.

2. May a reduced per diem rate be prescribed when a DoD civilian employee uses GOV'T QTRS?

When GOV’T QTRS are available on the U.S. installation to which the employee is TDY, the proper authority may prescribe a reduced per diem rate based on the GOV’T QTRS cost and potentially other reduced costs.  Such authority must be requested and authorized in advance of the travel dates for which the reduction is desired.  A fixed per diem may not exceed the locality per diem rates prescribed for the locality concerned.  See JTR, par. C4095.


Uniformed Members

3. Is a uniformed member required to check availability/use GOV’T QTRS?

A DoD member ordered to a U.S. installation (as opposed a geographic location like a town or city) is required to check GOV’T QTRS availability (e.g., through the CTO/TMC) at the U.S. installation to which assigned TDY.  The AO may direct adequate available GOV’T QTRS use for a DoD uniformed member on a U.S. installation only if the DoD uniformed member is TDY to that U.S. installation.  The DoD member should use adequate GOV’T QTRS on the U.S. installation at which assigned TDY.  NOTE: FOR COAST GUARD, NOAA, and PHS PERSONNEL ONLY, GOV’T QTRS are available only if use is directed in the travel order per JFTR, par. U2550.

NOTE: The DoD member is not required to seek/check for GOV’T QTRS when TDY to a U.S. INSTALLATION/ RESERVATION after non-availability documentation has been initially provided (JFTR, par. U2560).

4. What per diem rate is authorized when a member uses other accommodations despite availability of adequate GOV'T QTRS?

When adequate GOV’T QTRS are available on the U.S. installation to which a member is assigned TDY, and the member is directed to use them, and the member uses other lodgings as a personal choice, lodging reimbursement is limited to the GOV’T QTRS cost on the U.S. installation to which assigned TDY (44 Comp. Gen. 626 (1965)).  Per diem cannot be limited based on the presence of 'nearby' GOV’T QTRS (i.e., not on the U.S. installation to which the member is assigned TDY, but another 'nearby' U.S. installation or other uniformed facility).

5. What per diem rate is authorized when GOV'T QTRS are not available at the TDY station?

When GOV'T QTRS are not available at the TDY station, the TDY locality per diem rate or the AEA (see JFTR, Chapter 4, Part C) based on that locality per diem rate applies.

6. Are DoD members required to document availability/non-availability of GOV'T QTRS on a travel order/voucher?

DoD members are required to document GOV’T QTRS availability/non-availability on a travel order / voucher by indicating:

  1. Confirmation number provided by the Service's lodging registration process;
  2. The date the member attempted to make reservations, and the name/number of the billeting office PoC; or
  3. Member certification that GOV'T QTRS were not available on arrival.

Per Under Secretary of Defense memo of 29 August 1995, paper non-availability statements are not required.

7. Under what specific circumstances have the Services determined when GOV'T QTRS are not available?

Refer to JFTR, par. U2565 for the reasons when GOV’T QTRS are not available and the applicable Service policy/regulations for further guidance.
