1. Are GTCC and personal card ATM access fee reimbursable when used for official TDY and PCS travel?
GTCC: Yes, eligible Uniformed Service members and DoD civilian employees may be reimbursed if the Government Travel Charge Card (GTCC) is used for official travel. Please note not all Services authorize the GTCC card use during PCS travel; check with the GTCC coordinator (APC) before using the GTCC card for PCS. ATM use surcharges to obtain money for official ‘out-of-pocket’ expenses are limited to the amount authorized/ approved by the AO for an ATM travel advance (indicated on the travel authorization).
Personal card (credit, debit or prepaid money cards) and Electronic Funds Transfer (EFT): Only an eligible Uniformed Service member may be reimbursed ATM or fees for non-GTCC card use and then only if formally exempt from having a GTCC for official travel. An EFT is a travel advance. The traveler must provide the exemption authority that authorized the non-GTCC use for official travel. Reimbursement is limited to the amount authorized/approved by the AO for an ATM travel advance (indicated on the travel authorization).
