GSA SmartPay® 3 Transition for Cardholders

IMPORTANT:  Confirm your mailing address for your new SmartPay3® card through CitiManager today!

The current SmartPay2® Government Travel Charge Card (GTCC) contract, will expire on November 29, 2018, and   the new SmartPay3® contract will begin on November 30, 2018.  Once again, DoD awarded its SmartPay3® tailored task order for Travel Charge Card products and services to Citi®.

Here is what you need to know:

  • Current SmartPay 2 cardholders eligible for a new SmartPay 3 account will receive their new card in late summer/early fall 2018.  New cards will have new account numbers and expiration dates.

  • It is important that you confirm your mailing address for where the new card will be mailed. Check your mailing address online at Citimanager.com/login by following the steps below:   

    1. Navigate to citimanager.com/login and login with your existing credentials.
    2. From the homepage, click the card icon on the left-hand menu.
    3. From the Card Details screen, click “Card Maintenance” on the right-hand menu.
    4. Update your contact details and click “Submit”.

Your existing CitiManager® login credentials will remain the same for SmartPay3. If you are not registered in CitiManager®, you can do so by visiting citimanager.com/login and selecting the “self-registrationfor cardholders” link.

  • Use your existing travel card for official travel expenses until 11:59pm on November 29, 2018, then begin using your new SmartPay 3 card beginning 12:00am on November 30, 2018.
  • Eligibility criteria for a new SmartPay 3 account is defined by the DoD Travel Charge Card Program Office and your Component. If you have questions, please contact your Agency Program Coordinator for information regarding your specific eligibility.
  • If you have any questions, contact your Agency Program Coordinator. Should your Agency Program Coordinator not be available, you may contact Citi at the number on the back of your existing card.

 

Top 5 Frequently Asked Questions

  • When will I receive my new card?

    New cards will be mailed on a rolling basis across the Department starting in late summer/early fall 2018.  Your Agency Program Coordinator will be able to provide specific dates when the exact once the distribution schedule is finalized.   
  • What should I do when I receive my new card?

    You must immediately verify receipt of your new card by following the instructions on the sticker affixed to the front of the card.  Place the card in a safe place until you are ready to use it.  Remember, your new card will not be effective until 12:00am on November 30, 2018.
  • What should I do if I am scheduled to travel during the SmartPay2® – SmartPay3® cutover period (November 29-November 30)?

    If you will be traveling during the cutover period (November 29th – November 30th), carry both your current SmartPay 2 and new SmartPay 3 cards with you. Your SmartPay 2 account will stop accepting new charges at 11:59 p.m. ET on November 29, 2018 and any charges as of 12:00 a.m. ET on November 30, 2018 must be placed on your new card. 
  • Will my new SmartPay 3 IBA number be loaded into DTS?

    Your account number with expiration date should be automatically loaded into your DTS profile prior to the cutover, however, you should check your DTS profile to ensure the correct card number and expiration date are listed before creating a new travel authorization.  Note: DTS records for existing, un-ticketed airline reservations will not be automatically updated with your new SmartPay 3 account number and expirations date.  Instructions will be provided over the next few months as to update your DTS documents.
