GSA SmartPay® 3 Transition for Agency Program Coordinators

IMPORTANT:  Encourage cardholders to confirm their mailing addresses for the new SmartPay3® card through CitiManager today!

The current SmartPay® 2 Government Travel Charge Card (GTCC) contract, will expire on November 29, 2018, and   the new SmartPay® 3 contract will begin on November 30, 2018.  Once again, DoD awarded its SmartPay3® tailored task order for Travel Charge Card products and services to Citi®.

Here is what you need to know:

  • Cardholders will receive their new SmartPay 3 travel cards with new account numbers and expiration dates beginning late summer 2018.  Component Program Managers will share the card delivery schedule as soon as it is finalized.
  • Your Component Program Manager has developed a transition plan that outlines tasks that need to be completed prior to, during, and after the cutover.   
  • It is important for cardholders to confirm the address to which the new card will be mailed. Direct cardholders to Citimanager.com/login to confirm their mailing address by following the steps below:

    1. Navigate to citimanager.com/login and login with your existing credentials.
    2. From the homepage, click the card icon on the left-hand menu.
    3. From the Card Details screen, click “Card Maintenance” on the right-hand menu.
    4. Update your contact details and click “Submit”.

If you are not registered in CitiManager®, you can do so by visiting citimanager.com/login and selecting the “self-registration for cardholders” link.

  • Cardholders will use their SmartPay2® travel card for official travel expenses until 11:59 p.m. on November 29, 2018, and then begin using their SmartPay3® card for new charges beginning 12:00 a.m. on November 30, 2018.

Top Frequently Asked Questions

  • When will Citi begin mailing the new SmartPay 3 cards?

    New cards will be issued and mailed on a rolling basis across the Department starting in late summer.  Your CPM or higher level Agency Program Coordinator will provide specific dates this summer.
  • What should I do to prepare?

    Consult the APC checklist that outlines recommended activities month by month.  Another helpful resource is your Component’s SmartPay3® transition plan; contact your CPM or upper level APC for a copy.
  • What should cardholders do if they are scheduled for long term TDY or PCS travel before their SmartPay3® card arrives?

    APCs should collaborate with their DTS Defense Travel Administrators to identify those travelers/cardholders in this situation.  In some instances, cards may be issued early (additional details to come). For personnel who will be going through a Permanent Change of Station (PCS), their SmartPay3® card can be forwarded to their next permanent address provided they have a forwarding address on file with the U.S. Postal Service (USPS).
