POV Shipment for Uniformed Service Members Between
Two Permanent Duty Station within CONUS

UPDATED: 07-JAN-2010

Q1 : Can a uniformed Service member ship a POV incident to a PCS within CONUS?

A1: Yes, when under the rules in JFTR, Chapter 5, Part E, Section 1, par. U5417. In rare circumstances, the GOV’T can simply pay to ship/transport the POV. In most cases, that is not the case.

The difference in the cost of driving one vs. two cars is the amount the GOV’T pays towards transporting one POV while the member is responsible for any additional cost. The member and family must travel together in the other car.

The example below is based on a member, spouse, and two dependents (both over 12). The cost to transport a POV (for illustration purposes only) is $1,500.

STEP 1. Construct the cost for the member, spouse, and two children to perform concurrent travel in one POC.

Member, Spouse, and 2 Children (age 12 or older) Perform Concurrent Travel in One POC

Per Diem

MALT

Total

Member

($116/day x 8 days = $928)

+

($.165/mile x 2,666 mi = $439.89) =

$1,367.89

Spouse

$116/day x 75% = $87/ day x 8 days = $696

$ 696.00

1st Child

$87/day x 8 days = $696

$ 696.00

2nd Child

$87/day x 8 days = $696

+ $ 696.00

Total Paid

$3,455.89

STEP 2. Construct the cost for the member, spouse, and two children to perform non-concurrent (not traveling on the same route at the same time) travel in two POCs.

2nd Child

+ $ 696.00

Total Paid

$4,127.78

STEP 3. Determine the funds available to the member to ship one POV while the entire family travels as a unit in the other POC.

Funds Available to Ship One POV while Traveling as a Family Unit in the Other

Based on the above steps the funds available for transporting one vehicle is limited to the cost of the member and spouse with 2 children performing non-concurrent travel in two POCs ($4,127.78) minus the cost of the member, spouse and two children, performing concurrent travel in one POC ($3,455.89). MALT and cost reimbursement for driving the second vehicle are separately authorized per JFTR, par. U5417-A2.

1. Cost to transport POV =

$1,500.00

2. Funds available is $4,127.78 (Step 2) - $3,455.89 (Step 1) =

- $671.89

3. Out-of-pocket POV transportation expense for the member to ‘ship one and drive one’ is $1,500 – $671.89 =

$828.11
