Q2: May I ship a second POV between OCONUS PDSs at GOV’T expense and keep a POV in storage at GOV’T expense? |
No. An eligible employee’s may ship only one POV between OCONUS PDSs when it is in the GOV’T’s interest for the employee to have a POV at the new PDS (JTR, pars. C5208-C and C5220). POV storage for employees is authorized only in connection with an evacuation (JTR, par. C5236). |
No. An eligible member ordered PCS between OCONUS PDSs, whose POV is in storage in CONUS, can leave the POV in storage or ship the POV from storage to the new OCONUS PDS (JFTR, pars . U5414-A and U5467). |
Q3: May a POV shipment be authorized for a newly recruited civilian employee/inducted member between OCONUS location - for example Puerto Rico to Hawai ’i? |
Yes, when in the GOV’T’s interest for the new employee to have a POV at the new OCONUS PDS (JTR, par. C5212-A5). (NOTE: POV shipment is not authorized for a newly recruited employee from OCONUS (e.g., Puerto Rico) to CONUS.) |
Yes, if Service regulations permit a POV shipment (JFTR, par. U5405). |
| Q4: May I ship a POV under Dependent Early Return (civilian employee) and Early Return of Dependent (ERD) (uniformed member) order? | Yes, if the Agency/Service has determined it is in the GOV’T’s interest to do so IAW JTR, par. C5212-A6. Dependent Early Return is an early return of dependent(s) prior to PDT, TCS or separation travel from the OCONUS PDS by the employee. | Yes, but the member is not authorized a POV shipment later on a PCS if a POV is shipped under an ERD order. See JFTR pars. U5455-A 2, U5910-E, and U5920-C. ERD is an early return of dependent(s) prior to issuance of a PCS order to the member. |
Q5: Is the GOV’T obligated to return the POV to CONUS if initially shipped to the OCONUS PDS at GOV’T expense? |
Yes, if the employee completes the tour of duty prescribed in the service agreement (JTR, pars. C5220-A and C5220-D). No, if the employee fails to complete the tour of duty in the service agreement (JTR, pars. C5220-A, C5220-B, and C5220-C). |
Yes, if approved by the Agency/Service Secretarial Process for an eligible member (JFTR, par. U5410-C). Subsequent authorization rule applies for the POV initially shipped to OCONUS at GOV’T expense (JFTR, par. U5405-B). |
Q6: Is POV transportation permitted at GOV’T expense before a PCS/PDT order is issued to the employee or member or a TCS order issued to an employee? |
If official travel begins or is performed before a written travel order is issued, the travel must be pursuant to proper oral, letter, or message authority to validate the advance relocation travel (JTR, APP I2, par. B). The relocation expenses including POV transportation costs become the employee’s financial responsibility if there is not a signed service agreement (JTR, par. C5550-B). |
POV transportation is permitted before a PCS order is issued to an eligible member provided the request meets the criteria found JFTR, par. U5440-D. POV transportation expenses become the member’s financial responsibility if the requirements are not met. |
