Automated Teller Machine (ATM) Access Fee FAQs

Q1 - Will I be reimbursed the ATM access fee during travel and what rate am I charged?

A1 - If you use the Government Travel Charge Card (GTCC) - YES. Travelers are reimbursed to obtain cash needed to pay for "out-of-pocket" travel related expenses - if the GTCC is used. The charge that appears on your billing statement is reimbursable. The dollar value or percent that is charged for ATM Cash is included in the official agreement between you, as a uniformed member or DoD civilian employee, and the card issuer. While the ATM fees and rates are subject to change, the current percentage for a cash advance (i.e., the advance 'fee') is 2% for the advance amount authorized on your travel order. If you use an ATM not belonging to the card issuer , there may be an additional ATM use fee that is also reimbursable. See the next Q & A if you use other than a GTCC. There is usually an 800 number on the back of the travel card if you have questions. The reference to reimbursement of service fees for ATM use, and other bank service fees for ATM access, is included in DoDFMR, Vol. 9. (Note: Not all Services authorize card use during PCS travel! Check before using 'the card'!)

Q2 - There is a Service Secretary exception for me such that I don't have to have or use the Government Travel Charge Card. Do I get reimbursed for cash advances?

A2 - If you are a Uniformed service member and your travel order identifies you as not being required to have/use the Government Travel Charge Card (GTCC) and the Service Secretary basis for not having to have/use the card, you can be reimbursed for the cash advance fee and any ATM use fee when drawing cash for official travel based on the cash amount authorized in your travel order.

If you are a DoD civilian employee, you may not be reimbursed. The Federal Travel; Regulation (FTR) issued by the General Services Administration (GSA) prevents you from getting reimbursed for use of any card other than the GTCC.
